Which approvals should a Liberty-area build budget account for?

Use the actual parcel and permitting jurisdiction, not just a Liberty mailing address or ZIP code. These Town and Randolph County resources apply only where those agencies have jurisdiction. If the lot is elsewhere, ask its own local authorities for the corresponding requirements.

  1. Confirm zoning with the right office. The Town of Liberty identifies itself as the zoning-permit contact for Town limits and its extraterritorial jurisdiction (ETJ). Give the Town the parcel location and proposed home type; ask it to confirm jurisdiction, permitted use and the current application path. Do not assume every Liberty-area lot is governed by Town zoning. Town zoning and application resources.
  2. Separate zoning from building permits. Randolph County Building Inspections says it provides permit and inspection services for Liberty as well as unincorporated Randolph County. It also handles construction plan review and certificates of occupancy. Ask which approved plans and clearances your project needs; a zoning answer alone is not building approval. County Building Inspections.
  3. If the Randolph County parcel needs septic, identify the actual permit stage. The County describes a new system's Improvement Permit (IP) and Construction Authorization (CA) as separate stages. The IP documents a specific use, location and system type; the CA is required before installation and building permits. If a system already exists or your house layout changes, ask Environmental Health which authorization or modification review applies. A statement that land “percs” does not identify those documents. County septic and well application sequence.

Turn the answers into usable financing questions

Keep the parcel number, confirmed authority, proposed house and site plan, permit status and any utility or septic quotes with the builder's line-item budget. Mark missing costs unknown. Ask the builder who obtains each approval and whether related work is included in the contract. Local permission and financing approval are separate reviews; neither establishes the other.

For Matt's first review, start with the county, whether you own or are buying the lot, builder/home type, and the approval or cost still unresolved. No financial documents or account numbers are needed in this page's inquiry form. Use the open pre-contract checklist to organize the unanswered questions.
